Payroll and Benefits Administrator

Location: Belleville, Ontario

The Payroll/Benefits Administrator is responsible to complete all payroll services on an accurate and timely basis for all unionized Service Centre (SC) staff. These functions require a good working knowledge of the terms of the Collective Bargaining Agreement (CBA) to ensure compliance with those requirements. The Payroll/Benefits Administrator will also maintain the accuracy of relevant individual data in all payroll systems.

Key Responsibilities

  • Process bi-weekly payroll for unionized staff. This includes maintaining the information recorded in the time-keeping system to ensure accuracy of hours reported, preparing and remitting payroll on a timely basis, and resolving any payroll-related issues
  • Ensure payroll adherence to the terms of the CBA and all relevant legislative requirements (e.g. overtime, time off, statutory holiday pay, etc.)
  • Administer the terms of the employee benefits program for unionized employees, providing advice and guidance as required on benefit enrolment, benefit claim submissions and eligibility, and work with employees and the insurer to resolve issues as they arise
  • Complete regulatory reporting and accounting entries for all payroll transactions, including G/L entries, reporting and payment of payroll remittances, reconciling payroll liability accounts, and ensuring accurate and proper payroll transaction management according to all regulations
  • Work with accounting and external auditors as needed to manage audits of payroll records
  • Provide administrative support for the SC as needed, including coverage for the front desk and support to accounting and administrative staff as needed

Your Skills and Competencies

  • High School graduation, with post-secondary education in payroll administration or related field required, along with 3–5 years of related experience with complex (preferably unionized) payrolls
  • Recognized certification in payroll administration and thorough knowledge of payroll systems such as UltiPro. Knowledge of time capture systems and their connection to the payroll function is also required
  • Knowledge of Microsoft Office applications, particularly Excel and Word
  • Excellent verbal communication skills to inform, advise, and provide guidance to staff on payroll and benefits issues
  • Ability to work independently
